With health care services significantly changing, the challenge is to initiate innovative, situational and integrated workforce forecasting and planning. Many health systems require a shift in mindset to move to the planning of skill mixes for health care professionals. This implies great challenges for complex processes involving different groups of actors in the health system. This article also discusses organisational challenges, specifically concerning the recruitment and retention of health care professionals, requiring (human resource) managers to have new capacities, supported by organisational strategies, in order to build and maintain a workforce that can ensure the quality and continuity of health services.
